Are Robot Pool Cleaners Covered by the FCC Import Ban?
Nobody knows, including us. The rule excludes unmanned underwater vehicles by name, and a submerged pool robot arguably is one. Here is the actual argument.

We do not know. Nobody does. Every other question about the July 2026 FCC import rule has an answer somewhere in the record. This one does not, and the sources claiming otherwise are guessing.
What we can do is lay out the argument honestly, because the answer turns on one phrase and reasonable people will read it two ways.
If you are shopping rather than reading for the law: every robot pool cleaner on sale today is legal to buy, on either reading. Skip to the last section.
The phrase the whole thing hangs on
The FCC’s listing covers “advanced robotic devices,” then excludes six categories by name. One of them is unmanned underwater vehicles.
A cordless robot pool cleaner submerges, navigates under its own power, maps a three-dimensional space, and surfaces on command. Under an ordinary reading of the words, that is an unmanned underwater vehicle. It is unmanned. It is underwater. It is a vehicle in the sense the term is used for uncrewed submersibles.
The counter-reading is that the exclusion list, read as a whole, is about vehicle classes that other agencies already regulate. Connected vehicles sit with NHTSA. Aircraft sit with the FAA. Rail has the FRA. Medical devices have the FDA. On that reading, “unmanned underwater vehicles” means the defense, survey, and commercial submersible category, and a $900 pool robot is simply not what anyone at the Commission had in mind.
Both readings are defensible. The FCC has not said which is right.
What we checked before saying we do not know
- The listing itself. It gives the exclusion as a bare category name with no definition and no examples.
- Every law firm client alert we could find. Mayer Brown, Wiley, Latham & Watkins, and Stoel Rives all reproduce the exclusion list. None of them mentions pool cleaners, in either direction.
- The consumer coverage. Tom’s Hardware lists pool cleaners as reasonably in scope but does not engage the exclusion. The Gadgeteer makes the sharper point that a category appearing in the exclusion list does not by itself settle whether a given product belongs to that category.
- One outlet has asserted the answer. Techlicious states flatly that pool cleaners are exempt. It cites nothing, and no other source corroborates it. We are noting the claim rather than repeating it.
- The manufacturers. We found no statement from Aiper, Beatbot, or Maytronics as of 3 August 2026. Worth noting that the silence is industry-wide: no robot vacuum manufacturer has volunteered a position on scope either.
- The FCC directly. An FCC spokesperson confirmed to Fox Business that robot vacuums are covered. No equivalent statement exists for pool cleaners.
The wrinkle nobody has noticed
Even if the underwater exclusion turns out not to apply, a lot of pool robots may fall outside the rule anyway, and the reason has nothing to do with water.
The definition requires a network connection running at 200 kbps or faster in either direction. That is a data link. It is not a power cable.
Corded cleaners are the interesting case here. A traditional corded robot draws power through its cord and has no app, no Wi-Fi, and no Bluetooth, so on its face it fails the connectivity test before anyone argues about submersibles. One caution: the criterion says wired or wireless, so a tether carrying a data link at 200 kbps or better would satisfy it. A power cable is not connectivity, but a cable is not automatically an exemption either. Meanwhile a premium cordless model with app control, mapping, and firmware updates clears the connectivity bar easily, which means the cordless flagships have more exposure than the plug-in workhorses. That inverts what most people would assume.
Surface skimmers sit at the other end. A solar skimmer that floats and never goes under has the weakest claim to an underwater exclusion of anything in the category.
So the honest picture is three groups, not one:
- Fully submerged cordless robots with app control and mapping: strongest claim to the underwater exclusion, but also the products that most clearly meet the four-part test if that exclusion fails.
- Corded cleaners with no data connection: likely outside the rule on the connectivity test, whatever happens with the exclusion.
- Surface skimmers: weakest underwater claim. If a skimmer has a 200 kbps link and clears 4.4 lbs with its dock, it is the pool product most likely to be inside.
We are not going to pretend those groupings are settled law. They are how the definition reads applied to how these products actually work.
What this changes about buying one
Nothing, today.
The rule blocks new models from obtaining FCC equipment authorization. It does not revoke existing authorizations, it does not stop retailers selling authorized stock, and it does not reach a machine already sitting in your pool shed. That is true on both readings of the exclusion, which is why the ambiguity is an interesting legal question and not a shopping problem.

The thing worth watching is not availability. It is whether a manufacturer files for Conditional Approval, because a company that files is implicitly conceding it is covered, and a company that does not by the 1 January 2028 deadline is either confident it is excluded or has decided to leave the US market. That will answer this question more clearly than any FCC statement, and we will update this page when it does.
